Under the policies & norms based by the authorities who takes the seat allocation to IITs and ISM the Joint Entrance Examination 2017 is conducted by the Joint Admission Board, Joint Entrance Examination (JEE) 2017. The apex board of JEE conducts the JEE main examination. The policies, as well as rules, are framed for the allocation of seats.
The CSAB i.e. central seat allocation board makes the norms to allocate the seat to IIITs, nits i.e. National Institute of Technology and GFTIs i.e. Government-funded technical institutes. The CSAB yearly frames the policies.

Who can participate in JoSAA 2017 i.e. Joint Seat Allocation Authority?
- The candidates who have qualified in JEE 2017 advanced can participate in JoSAA 2017. It includes academic programs at IITs, ISM and not preparatory courses. Candidates who have cleared with good performance in XII or other equivalent examination as per the provisions of annexure 3.
- The candidates who qualify in JEE advanced 2017 for preparatory courses. The candidate who satisfies the performance in class XII or any other equivalent examination. The candidates who have secured rank in JEE main 2017 that in a paper -1 B.E or B. Tech.
- The candidates who have obtained more than or exactly 45% which is for the general category. 40 % marks for another category. The candidates who have secured rank in JEE main 2016 paper 2 i.e. B. Arch. Or B. Planning.
- The candidates who have mathematics as their one subject in class XII and have obtained 50% marks in total 5 subjects irrespective of their category are qualified for the JoSAA 2017.

The candidates shall be treated as rejecting the offer if it is found that or reported at reporting center that the candidate did not participate in the participating institutes i.e. NIT, IIT, GFTI. It is also applicable for candidates who cancel the acceptance fee for counseling. The candidates can take the refund of the seat through CSAB portal after deduction of 1000/-. As per the norms of the institutes, the candidates may seek the refund for their admission at NITs, IIITs, and GFTIs
